To upgrade one perk, you'll need 50, 100, and 150 Perk Coins for Ranks 2, 3, and 4, respectively. Similarly, Legendarky Perk builds are not shared between characters. Perk Coins and Legendary Perk Ranks are not shared across characters. Each scrapped Perk Card grants 2 Perk Coins per rank. You can upgrade Fallout 76's Legendary Perks up to Rank 4 using Perk Coins gained from scrapping regular Perk Cards. This means that fresh characters also benefit from Legendary Perks. Once you've unlocked these slots, every other character on your account can also access them, regardless of level.
